[OXNARD, CA, 4.17.13] Local groups and advocates are crying foul over the California Strawberry Festival, an event that celebrates an industry built on harsh labor exploitation in the plantations of agricultural California. This year’s festival comes on the heels of the Camarillo Springs Fire, where 15 workers at Crisalida Farms were fired for leaving the strawberry fields due to unsafe working conditions resulting from the fire. Ernesto Arce of Radio Pacifica Evening News spoke to Elliott Gabriel of the Todo Poder al Pueblo Collective about this recent outrage.
VC Star – Oxnard police release the names of officers involved in August fatal shooting (Michael Mahoney)

- Oxnard police late Wednesday afternoon released the names of three officers involved in the fatal shooting of a man more than 31/2 months ago. Michael Mahoney, of Oxnard, was shot by police in the early afternoon of Aug. 14. Police identified the officers involved in the shooting as Joe Bentley, David McAlpine and Manuel Perez. Bentley has been a full-time officer with Oxnard police for six years, police said, while McAlpine has been there seven years and Perez for 10 years. Police issued the names of the three officers in a news release. They did not say why the names were being released now, months after the fatal shooting. Mahoney’s twin sister, Tara Mahoney, of Ventura, criticized her brother’s shooting in August, saying authorities knew he was mentally unstable. Her 36-year-old brother was shot by police after they responded to a report of a man in the middle of the 300 block of South H Street holding a gun to his head.

Police said in August that the three officers involved in the shooting were placed on paid administrative leave and that the Ventura County District Attorney’s Office would investigate the shooting.
Oxnard police have drawn criticism this year over officer-involved deaths, sparking marches, vigils and demonstrations at City Council meetings.
In addition to Mahoney’s death, Robert Ramirez, 26, died in June after a brief struggle with police while he was apparently overdosing on methamphetamine. Family members have accused police of excessive force. An autopsy report stated in late November that he died of asphyxia while Oxnard police restrained him.
Police last week released the names of officer involved in the Ramirez incident.
In October, a bystander, Alfonso Limon, 21, was accidentally killed by officers who were involved in a shootout with two suspects. Officers said they mistakenly thought Limon was involved in the shootout.

On Wednesday, September 19, 2012, residents held a People’s Tribunal for Justice at the Café on A Street in Oxnard. Community members discussed the ongoing crisis of police abuse and brutality and were able to document over 30 incidents of police abuse and misconduct. In addition, the close friends and family of Robert Ramirez—a victim of police brutality by OPD—shared testimony and memories of what a great and loving person Robert was.
Below is a letter presented to Chief Jeri Williams and the Oxnard City Council on September 25, 2012.

Our community has organized at least three mobilizations and passed out thousands of leaflets in our neighborhoods to bring attention to the unjust death of Robert Ramirez, who died in police custody on June 23, 2012. We have attended the Community Relations Commission meeting and the Oxnard City Council meetings twice in order to demand that police brutality and abuse be addressed through the “proper” channels. In addition, we’ve requested the development of an independent Community Police Complaint Review Board that will allow our community to submit complaints of police abuse, misconduct and brutality without fear and with the confidence that their complaints will be reviewed independently. As of today, our core demands have yet to be addressed by council or any department from the City of Oxnard.
As a result, the community held a hearing of the People’s Tribunal for Justice on Wednesday, September 19, 2012 where we discussed this ongoing crisis of police abuse and brutality in Oxnard. We were able to document over 30 individual incidents of police abuse and misconduct, as well as an additional 10 community members that were direct witnesses to these traumatic incidents. Our Tribunal also heard testimony from the family members and close friends of Robert Ramirez who shared their memories of what a beautiful, kind, and peaceful young man the real Robert was.
The photo released to the media is clear evidence that his bruises, lesions and facial trauma were the result of violence at the hands of the Oxnard Police. Based on this photo and the circumstances detailed by witnesses to the crime, the People’s Tribunal for Justice has issued its verdict. We, as a self-determined community, reserve the right to uphold our own standards of justice. As such, our Tribunal for Justice hereby finds Chief Jeri Williams and the seven unidentified officers GUILTY of the death of Robert Ramirez. The People’s Tribunal for Justice has determined that the aforementioned individuals are clear fugitives who have refused to answer for their aggression and hostility towards us. We call on the seven officers, and their leadership, to come forward for this crime. Failure to come forward will result in our continued advocacy on this issue, including disseminating material that will make clear that fugitives from community justice must be challenged and held to account.
The People’s Tribunal for Justice also calls on the City Council to address the issue of police brutality as a core problem in our community by holding an official hearing at a meeting of the council. If the council must separate the particular case of Robert, due to its ongoing investigation, then a general hearing during a council meeting may be scheduled. The council can no longer use this as an excuse to abandon its responsibility to investigate the pathological, violent approach of the Police under its charge. We also demand a public update confirming that the chief has contacted and invited the Attorney General to investigate Robert Ramirez’s case, as declared in her letter dated September 12, 2012.

Hemos asistido a la reunión de Comisión de Relaciones Comunitarias y en las reuniones del Concejo Municipal de Oxnard dos veces con el fin de exigir que la brutalidad policial y el abuso se abordarán a través de los medios “apropiados.” Además, nosotros solicitamos el establecimiento de una Junta de Comunidad de Policías de Revisión de Quejas independiente, que le permitirá a nuestra comunidad hacer denuncias de abuso policial, mala conducta y brutalidad sin temor y con la confianza de que estas quejas serán revisadas de manera independiente. A partir de hoy, nuestras demandas aún no se han cumplido por el consejo ni cualquier departamento de Oxnard.
Como resultado, la comunidad se reunió en un Tribunal del Pueblo por la Justicia el Miércoles, 19 de septiembre del 2012, donde se discutió la actual crisis de abuso y brutalidad policial en Oxnard. Se logró documentar más de 30 incidentes aislados de abuso policial y mala conducta, así como otros 10 miembros de la comunidad que fueron testigos de estos incidentes traumáticos. El Tribunal también escuchó el testimonio de familiares y amistades de Robert Ramírez, quienes compartieron sus recuerdos del verdadero Robert, un joven hermoso, tranquilo, y pacifico.

Con base en esta foto y las circunstancias detalladas por los testigos del crimen, el Tribunal del Pueblo por la Justicia ha establecido su veredicto. Nosotros, como una comunidad auto-determinada, reservamos el derecho a defender nuestros propios estándares de justicia. Como tal, nuestro Tribunal de Justicia declara Jefe Jeri Williams y los siete oficiales no identificadas como CULPABLES de la muerte de Robert Ramírez. El Tribunal del Pueblo por la Justicia ha determinado que las personas mencionadas se han convertido en fugitivos ya que se han negado a responder por su agresión y hostilidad hacia la comunidad. Hacemos un llamado a los siete oficiales, y sus dirigentes, a presentarse por este delito. También exigimos una actualización pública que confirma que el jefe se ha puesto en contacto e invitado al Fiscal General para investigar el caso de Robert Ramírez como declaró en su carta el 12 de septiembre de 2012.

Madre afligida comparte foto de hijo mostrando brutalidad que jugó papel en su muerte, Ciudad de Oxnard y Policía encubren mala conducta
(Oxnard, CA) El lunes 20 de agosto, 2012, más de cien residentes locales se reunieron en la Plaza de Oxnard antes de marchar por el centro y llegar al Concilio de la Ciudad donde denunciaron incidentes de abuso y brutalidad policial ante la Comisión de Relaciones Comunitarias (CCR) durante su junta. Saturada con fuerza y valor, la comunidad exigió que el CCR lleve a cabo su mandato de “promover las buenas relaciones humanas entre todos los habitantes de la ciudad,” y asegure que estas cuestiones se incluyan en la agenda de la próxima reunión del Consejo Municipal de Oxnard. La comunidad marchó hasta la sede del Departamento de Policía de Oxnard donde gritaban enérgicamente, “¡Policías asesinos, fuera de nuestras calles!” y otros lemas similares durante media hora antes de regresar al parque.

La Comisión le había comunicado al Colectivo Todo Poder al Pueblo, basado en Oxnard, que se iban a llevar acabo presentaciones formales sobre el tema durante la junta, y que la cuestión grave de mala conducta por parte del Departamento de Policía de Oxnard (OPD) se incluiría en la agenda oficial. La familia de Robert Ramírez, quien murió en la custodia del Departamento de Policía de Oxnard la noche del 23 de junio de 2012, se pronunció ante la CCR e hizo un llamado para una investigación independiente de la muerte brutal del joven. Un letrero que mostró un miembro de la comunidad afirmó “¡Ladrones y Asesinos Fuera!” La mala conducta y la corrupción han plagado la ciudad por parte del Consejo Municipal. Beginning this year, police can no longer tow vehicles away from unlicensed drivers at checkpoints. The Todo Poder al Pueblo Collective will begin our campaign to monitor the checkpoints and ensure that the police comply with AB 353, and to document any abuse. There is mass profitteering being made off of the legalized confiscation and abuse of the 30-day impound of working families, which carries a financial and emotional toll on our community that relies on transportation to ensure our children get to school, work and be able to provide food, shelter, etc. We see the checkpoint and general traffic stop impounds of our vehicles as a violation of human rights. Not only are thousands of dollars spent in court fees & impound fees, but in Oxnard, there is also a $241 ransom/fee that we must pay at the police station to get a ‘permit’ to get our vehicles out of impound.

Colectivo Todo Poder Al Pueblo will be on hand at the checkpoint(s) this weekend to warn drivers that the checkpoints violate our human rights and to document whether Oxnard police will comply and observe AB353. Ultimately, we demand to see drivers licenses become reinstated and accessible for everyone regardless of citizenship status. Equal rights for all drivers!
